I am directed by the Earl of Kimberley to transmit to you, to be laid before Lord Granville, with reference to your letter of the 28th ultimo, copies of two despatches which have been received from the Governor of Hong Kong on the subject of the inconvenience arising from the Messagerie Maritimes' application, and the effects of that Company, of the Chinese Passengers Act 1865.
2. Lord Kimberley will perceive that the Governor anticipates that the French Government, on learning that it has been held that
